Last week there was a post stating that the lowering won't be realisable as planned due to some kind of bureaucracy. But that post was pretty close to April 1st.
I don't think the new Visa fee will attract additional people into Kenya who didn't think of it earlier ;-)
So just be prepared to pay 50 and celebrate madly if only asked for 25 ;-)

It's never taken me any longer than 10/min to get a Visa on arrival; often even less. Regardless, the queue for those who already have Visas can be longer than for those who need to purchase. No big deal, you still have to wait for your luggage to get off the plane, so might as well have something to do in the meantime.
Avoid the USD$100 bills, which regularly aren't accepted; seems the Africans feel these are easily conterfeited. Stick with $50s, $20s, $10s, $5s. No older than 5/years (dated 2004 or later), not torn, folded, stapled, taped or having been washed in your jeans.

Last July when we arrived in the evening, it took almost an hour to get our visa. I guess too many 777/747's landed at the same time. I wouldn't worry about the visa desk being closed when you arrive. In my experience, collecting fees is always a priority ;
