Fodor's Review:
Shin Pu Kan is a three-story brick shopping center encircling a courtyard with a live performance stage. On the first floor, attached to George, an Italian interior goods shop, is the eclectic café Ask a Giraffe. Don't let the bright yellow interior divert you from the subtle flavors; here even a simple hamburger becomes a treat. The seasonal culinary updates are usually the best choices -- this could mean grilled mackerel and lightly fried rice with greens or a winter stew. There are always sandwiches, vegetable salads, and pastas. Cakes are sweet infusions of goodness, and the coffee is very palatable. It's on Karasuma-doria, two blocks down from Oike. Reservations accepted.
