Portalnd Maine Honeymoon

Ok, so I just got engaged and now I am planning the honeymoon. We want to go to Portland Maine. I have never really traveled and have a few questions that I was hoping someone could give me some advice on. Keep in mind I have a budget of $3000 for 6 nights.

First one is renting a car. Is is really necessary to rent a car if we are staying in Portland Maine. I am under 25 so I would pay an additional charge of around $25 a day. Would it be easier to use taxi's and shuttle services?

second, how much money should I try to be setting aside for spending money. Right now I am trying to keep between $1000-800 in spending money out of the $3000. That is hard to do when you want to rent a car.

Anybody have any advice or suggestions?
