According to the CDC site, no. It just lists rural areas including all areas, including resorts, on Utila and Roatán. But not many folks go to La Ceiba without visiting the Bay Islands. Here's the link:

The downtown area of La Ceiba is very small and most of the eco-activities in the area (unless you confine yourself to the discos in town ) are in the rural areas around the city. An ounce of prevention, etc. Talk to your doctor.
