Don't know when it stops, but we were there this past Sunday around 1:30 in the afternoon, and it was going strong.
It was at the lower end of the Rue at Place Medard. There was an accordian player set up with a sound system with several microphones. People were handing out song sheets, so folks could sing along, and folks were dancing. We put our bags down at the base of one of the microphones, where we could watch them, and joined in for a couple of waltzes.
Really good fun, and it did not seen commercial in the least.

I saw that once when I had an apt nearby. I think it started around 11 am. Don't know about November, though. I don't remember anyone dancing when I was there, and most folks don't know the songs, of course, as they are French. I wouldn't go out of my way to go to that, but if you want to go to rue Mouffetard anyway, it might be a good time to go to check it out. Quite a few homeless folks hang around there in that church yard.

Someone goes around handing out song sheet -- mostly Edith Piaf. Gorgeous sacred music inside the church, lively singing just outside. I love the nonyoung and nonslim dancing together, one of my favorite memories of Paris. I'd think Nov. would be pushing it; hard to play keyboard with chilly fingers.
