According to their web page YES with the exception of the Napoleon Hall.
However, be prepared to long lines and a packed museum.
Sundays seem anyway very popular for museum visits.
Not sure, I would want to save those couples of Euro.
It's up to you. Enjoy Paris, the Louvre and whatever you plan to see!
www.louvre.fr

On those free days, I would find another place to visit. The major museums are often crowded. We went through the Rodin Museum on a free
Sunday, and fortunately it was not raining so we were able to wander the gardens where the crowd seemed thinner.
Going through the house was a different story: It was packed.

There is also a "National Open Day", or so I understand. We blundered into that one day when we went to see Ste. Chapelle. Our exit route was through the Palais of Justice and we were ushered through the various court rooms. They, too, were sumptious.
I was glad we had the chance to see them, although it was for us totally fortuitous.

One of my worst museum visits ever was accidentally going to the Prada in Madrid on a free day. We arrived as it opened and the line wasn't bad. Within an hour it was unbelievably crowded. We left and paid to go back later in the week so we could actually see the art and enjoy ourselves. I now avoid free days anywhere like the plague.

It is definitely not all musueums in Paris. They are run by different entities for one thing -- some are national, some city-owned, and some are private. The City of Paris-run museums are free every day now, so that's nice (since Dec 01, as I recall--assuming that hasn't been changed). Major museums free on 1st Sunday are the Pompidou, Louvre, Cluny, Orsay, Picasso and Rodin -- also, a few monuments like Sainte-Chapelle, Pantheon and Arc de Triomphe but only from Oct-May.
