There is no non-stop flight from TPE to HUN, so your best bet is to get into Taipei and then either fly TSA-HUN or take train from Taipei to Hualien.
There are 5-6 TSA-HUN flights a day on TransAsia, and takes 40 minutes.
Pretty frequent trains from Taipei to Hualien, though only 6 of them the fastest "Taroko", taking just over 2 hours. Other trains take longer, up to 3:30.
Frequent buses from TPE to either TSA or the Taipei train station.
I am sure there are buses direct from Taipei to Hualien, but not from TPE; not sure about trip length.
Right, easiest (fewest changes) is bus to Taipei main station, train from there. Click on my name for my East Asia TR including Taiwan. I don't think there are buses from Taipei to Hualien any more - I looked into that as I wanted to bus down the east coast highway.
Guess the main highway still not repaired after the huge fatal landslides last year.
rkkwan - I was checking before the landslides - I arrived on Taiwan the same time as the typhoon....
