There are a lot of fabric stores on Arab Street. I buy a lot of fabric there. However, I don't know about felt squares. Here in the States, I've always bought felt squares at a hobby store. I don't know of any hobby stores in Singapore though. Happy Travels!

I would go to the People's Park area, try People's Park Complex and People's Park Centre, there are some craft shops in the area as well, try along New Bridge Road. People's Park is in Outram Road in the Chinatown area.
I agree on googling art and craft or hobby stores. I know there is one along North Bridge Road near the Raffles Hotel and a McDonalds but I can't for the life of me remember the name.....
The largest craft and fabric store in Singapore is called Spotlight and it's located in Plaza Singapura, on Orchard Rd.
The MRT stop is Dhoby Ghaut.
