1. It's a dangerous area. Best you go with a local guide.
2. In English? Donno. In hebrew:
(the column you need is the second from the right):
http://www.israelweather.co.il/sea.asp
It shows for the 18/12 an average of 21 degrees centigrade.
3. There are usually a lot of parties and stuff going on the Dec 31, called "Silvester parties".
Donno about Tiberias, the best place to party in Israel (24/7) is Tel Aviv.
Elad.

1. I agree that you should not walk in this area, but a guide isn't really necessary. You can take a group taxi, or even a private one, from the old city of Jerusalem. Have your passport with you and be prepared for roadblocks. The security forces will be on the watch for people that want to disturb the clebrations in Bethlehem.

3. I agree with the above poster. "Sylvester" parties are most easily found in Tel Aviv. There might be some kind of party or other in one of the hotels in Tiberias.

tim!
I have the feeling that eldan and una are too gentle. Well, I'll be more direct and sharp: You don't walk to Betlehem! It is dangerous. In israel you have to act wise so you can be safe. Don't even try to be smarter than the experienced people who live in Israel and really know better. We want you to have an enjoyable and safe experience here in Israel!
If you really like to party on Dec 31 - be in Tel Aviv. Go to Tiberias the next morning.

Hi Rein
first of all, you have my "permission" to walk in Tel-Aviv at any time even at night... ;-)
There are 2 Dan Hotels (one called Panorama), still you can walk from both along the sea-shore to the old port.
a zoo with "Liger" ??? know nothing about it.

Rein, I think you mix between two ports. The old Jaffa pot in south TelAviv. The Tel Aviv port is in the northern part. This port (in north TA) is a lot of fun now: boardwalk, coffee shops, restaurants etc. As aby wrote you, in TA you can walk everywhere even alone in the middle of the night. The distances between the Dan hotels to either port are reasonable., and walking along the beach is always fun.
The zoo that you mentioned is the Safari. It is located in Ramat Gan which is not in northern Israel but rather in the center. It is the town adjacent to Tel Aviv to the east. It is easily reached either by car, taxi or bus.
