This divey storefront was the go-to pho spot long before hipsters and foodies found Chinatown. Many Vietnamese restaurants have since opened and surpassed To Chau's quality—it's all in the broth—but eating habits die hard in this city. It's open only until 2:30 pm, but you may be turned away if the food runs out earlier.
