Pham Ngu Lao used to be the shorthand reference to the backpacker area, which is between September 23 Park along Pham Ngu Lao Street and Bui Vien Street. The area is still thriving and popular with budget travelers of all ages, but many come here simply to experience the lively cultural mix of international travelers and locals going about their business.
