Agree with ncounty - those two areas are your best bet.

Also very nice is Canton, at O'Donnell Square

Mount Vernon just north of the Washington Monument on Charles St. on a weekend had a fun energy at night too.

But Inner Harbor/Fell's Point are probably a better bet.
