Florida Keys, although these are not the best beaches in Florida, they are the warmest in December.

BAK, actually the air temperatures in Naples/Marco Island tend to be slightly higher than in the Keys in winter. Apparently because the Keys cool off a bit, being surrounded by more water. Naples runs the highest temperatures more than any other city in Florida (and the rest of the continental US) in the winter.
