What is the goal for this "blanket"? For use on the plane? As a substitue for the blankets in hotels?
If you're looking for something for her to keep warm while on plane rides/bus rides etc, I second the suggestion for a pashmina. It is warm, light, and can double as a wrap (and triple as a scarf).

I have a cabin cuddler and love it. I was able to get in/out of it without too much effort and it's so nice to have my own cushy blanket. It folds up small and the holder has an elastic strap that will slide over luggage. I'm not familiar with the other brands so I can't give you a compare/contrast.
I used to travel with a pashmina, but the cabin cuddler is a heavier fabric and keeps me toasty.

You don't need a special blanket for the flight. Just a nice pashima (shawl) works fine.
Are you sure she would use it? I'm a very picky packer myself and I'd never take anything like that. Takes up too much room for my purposes. I just use what the airline hands out.
I do take a pareo/sarong (like you'd use at the beach) in my suitcase which folds up VERY thin and has many uses (bed cover, window cover, picnic blanket, dresser scarf, table cloth, etc.).

Since you said your mom is "very space-conscious", I would forget anything else but a pashmina. With the airlines being so strict with the size & # of carryon items, it's better that she uses a pashmina. Worse come to worse, she can always wear it on her person going thru security and boarding the plane, which doesn't take up any room in her carryon items.
