As mentioned before, in Essex, CT, is a lovely ride in the fall if you time it right with the peak foliage.

Strasburg definitely has rides on the train. I am not sure about Steamtown (Scranton). Scranton is a much better museum, though, & since it is a National Park Service site, you could try www.nps.gov for info.

The best collection I have seen is in Baltimore, Maryland at the B&O Musuem.

Also if you receive satellite TV (e.g. Dish Network) there is a channel "RFD TV"
which on Saturday at 9AM shows videos of steam engines and railroads in operation and discusses exhibits and rides and is quite informative, though sometimes monotonous.

The roof collapsed under weight of snow last winter at the Baltimore B&O museum. Is is closed until further notice. ( http://www.borail.org/ )
