It depends on what they're interested in, of course, but they can pretty much do anything an adult tourist could do, except go to bars and clubs (legally, at least). They could go to the Met, MOMA, Natural History Museum, Cloisters Museum; hang out in the East Village or SoHo; see a movie at The Anjelica; visit Dylan's Candy Bar or Serendipity for sweets; hang out in Central Park; go to the zoos in the Bronx or Centtral Park; go to the botanic gardens; shopping, etc.

If he's in college here I'm sure he'll have plenty of ideas as to what they should see and do.
And I suggest you present her with a good guidebook and the name of a couple of web sites so she research what SHE wants to do.
Don;t you think they're old enough to figure this out for themselves? (At 17 I was living at college, supporting myself, and my friends and I were perfectly capable of looking up what was going on to see what we wanted to do.)
