There's not a fixed fare, it's "on the meter" so will depend on traffic. Approx $35-40 is typical. You'll likely have a toll ($4) above the meter fare and you should tip 15-20% of the meter fare. Fastest way to drive depends on time of day. You could also opt to book a car service for a fixed price (about the same as an average taxi price) if you're arriving in rush hour and don't want to chance it.

By what's the fastest way if you mean method - taxi. It's on the meter and can range from $25 up to $40 - depending on time of day, weather, traffic etc (the meter charges for both distance and time).
If you mean route, the driver will know where the worst traffic is and try to avoid it - so you may go Triborough Bridge or 59th St.

The TriB skyline view is excellent.
I'd also recommend the 59th Street Bridge (Queensborough Bridge) approach. Especially at night. Take the upper level though, you can't see anything from the lower. The approach still wows me and I am a lifetime NY'er - born, raised and current resident.
