My suggestions would vary based on your cost, numbers, etc.
Large group, casual atmosphere-A1A roadhouse
Small group, intimate, quirky atmosphere-the Alcazar (located in the basement swimming pool of the Flagler Museum)
Small group, big budget, Opus 39
Medium sized group, big budget, hire a boat for a sunset cruise of the harbor.
Give me a few more details and I might have some other suggestions.

The sunset cruise would be fun assuming your event is somewhere between May and late Oct. I was there about three weeks ago and the weather was absolutely gorgeous. Perfect for sunsets and moon rises! La Parisienne and the Casa Monica could probably do a nice event for you.

was just in a wedding in st. augustine two weekends ago. the rehearsal dinner was upstairs in a private room w/ connecting balcony at A1A roadhouse. they have a website that you can google. the balcony looks on to the water, and the food was good. look at their website.
another place to consider would be the restaurant in the Casa Monica hotel.
