Maybe not specifically, but Citarella and Eli's both have an incredible variety of high quality spices. Both are on the Upper East Side, although Citarella may have other stores, I'm not sure.
The best one (I wrote a cookbook about spices) is Adriana's Caravan, a stall in the Food Halls/Food Market section of Grand Central Station. They also do a brisk mail order business.
There is also Angelica's on First Avenue at Ninth Street, which is a great source of herbs as well as spices. Kalustyan on Lexington Avenue in the 20s is another great place.
I also think Kalustyans is the best.It has an excellent range of herbs and spices particularly from the Far east and India. It is located on Lex betwen 27th and 28th. It is also much cheaper than the place in Grand Central market.
