First of all, ALL hotels in South Beach are close to nice restaurants, bars, and shopping. It's a small district.
Second, when are you planning on going? High Season runs till June, and your budget will make finding a hotel room big enough for 4 pretty difficult. South Beach hotels, even the crummy ones, can get pricey right about now.

A South Beach hotel with two beds is a rarity because the hotel rooms are so small. My suggestion would be to bid for two rooms on priceline.
The rooms are small because these are mostly hotels built in the 1950s and renovated but with a few exceptions, they didn't enlarge hotel rooms.
The exception to this would be the Loews or the new Ritz.
I highly recommend bidding for two rooms on priceline. With a three star, you can come in under your $200 per night budget.
