There are some wonderful walking tours that either free or VERY reasonable - many choices of areas to walk - hopefully someone will post a link. You might want to give an idea of what kind of a tour you are looking for - and there is also the HO HO - hop on, hop off bus that will give you a good overview.

Our Fodorite, StuDudley, wife is the guide on some of these tours when they are not off on trips of their own. I always call Stu "Mr. San Francisco" as he is a native son.
The guided walks which are through the SF Library are free but a "thank you" donation is always very appreciated of course.
