I don't believe there is a Holiday Inn on Mission Beach. I think the one to which you're referring is the Holiday Inn Sea World/Mission Bay. It says on the home page that it's three miles from the beach. I'll add that it's not a fantastic area and really doesn't fit any of your requirements.
Go to www.sandiego.org and look at "places to stay". There are often discounts there.

I can second Barbara in go to www.sandiego.org and and request a free brochure, money saving coupons and sometimes offers on where to stay.
Some people on this board like the Ocean park Inn www.oceanparkinn.com directly on the beach. I have stayed here and would do so again. Be aware that you will see some homeless in this area but they never bothered us.
Same area but more $'s Pacific Terrace Hotel www.pacificterrace.com directly on the beach.
You can review both of these hotels and others at www.tripadvisor.com
Welcome to the board and come back with any questions. Lots of people on this board with infor about beautiful San Diego.

Hi..
There aren't alot of hotel/motels in MB but Bahia Hotel( evanshotels.com) comes to mind..not alot of restaurant choices.. maybe Saska's which is good but the owner, Tom is surly.. alot of fast food places..
maybe Pacific Beach is for you..
You can stay at the Catamaran Hotel (on-line specials)which is owned by the Bahia and it is on the bay and a block from the ocean.. There is no Holiday Inn in Mission Beach..
Alot of college kids are in Mission and Pacific Beach and homeless too..
Just depends on what you are looking for.. I am big fan of La Jolla and you can get some decent price hotels...
Travelodge $109 in Windnsea and La Jolla Cove suite (lajollacove.com)
Alot of restaurants in LJ and the beaches are gorgeous..
If you are going in the summer, nothing will be a decent price at the beach..Here is a website for Pacific Beach that could help you..

Have fun in San Diego... You are going to love our city!
