This is not a type of room -- in fact, it's specifically NOT a type of room. It means you'll get whatever is available when you check in -- if things are slow, you could get a great room, but you're not guaranteed anything but the most basic room. So don't count on getting two beds. Many hotel rooms in NYC are legally limited to 2 people due to fire laws. You should talk with the hotel and reserve by number of people, not choose a ROH room.

Anonymous is correct - ROH means any room they have available - and it is quite likly to be suitable for only teo people.

In NYC to guarantee a room suitable for 4 adults/teens you are best going for one of the all-suite hotels - or one of the chain hotels that indicates it has rooms for 4 available. Many of the boutique hotels have few if any of these rooms.

New York City, Manhattan in particular is a city where a room for four people is the exception rather than the rule.

You need to book a guarantee for four people or you may have a rude awakening at the front desk. You may be asked for a lot more money than what you bargained for.

We ran into this when planning our NY trip a few years ago. Our family stayed at Doubletree Suites in Times Square to guarantee enough beds and space. It was perfect for us and there were no 'unwanted surprises' at check in.
