Jim - Portland City Grill does have the fantastic view and the food is OK. It is really great for happy hour as they have a long list of interesting appetizers.

Also I have another restaurant review (what an indulgent weekend we're having!). We tried Pix Patisserie for brunch this morning - YUM. And the desserts ....oh there are so many of them and they all look fabulous. We brought a teeny little cake home(chocolate outside with mixed berries and pastry cream inside...) but haven't tried it yet. Anyway - the brunch was great - hubby had biscuits and gravy which was made with multiple types of meat and really good, while I had the waffles which had the best texture of any waffle I've ever had. They were topped with a sour cherry &honey syrup and *real* whipped cream.

If you are still desiring a 'quirky' eastside restaurant I would highly recommend this place for brunch or dessert after dinner (or dessert any time for that matter!). Also I noticed it is close to Lauro which I have heard many good things about but haven't tried (yet). Maybe dinner at Lauro then goodies from Pix.....
Boy do all these food posts make me sound like a pig or what! Better go to the gym for sure tomorrow I spose.

Our friends back in Portland give so-so reviews to ClarkLewis. They thought it was overhyped. Higgins is a better bet. I can remember when it first opened--glad to see it's still doing well.
Scarlette, enjoy your move to Portland! And while you are scouting around the NW 23rd area, treat yourself to a facial at Dzialo's...one of my favorite places in that neighborhood.
