I stayed there several years back and enjoyed it, but I checked TripAdvisor to see what they were saying today. Except for one very unhappy woman, everything is good and mirrors my memories.
The rooms are smallish and can be quirky shapes.

Hi
We stayed at the Penns View years ago and we loved it.
If the hotel is just as nice as it was then, it is great.
But the area it is located in is really great!
You can walk everywhere from the hotel.
Christs Church is just a couple of blocks, we walked to Rittenhouse Sq, the Bell, shopping and there are sooo many good restaurants and cafes in the area.
I am a sucker for antiques and old architecture so that also charmed me to no end
I never ate in the hotel because there were so many restaurants on our list to try
