If you only have three weeks I would spend most of the time in Banff, Jasper, Yoho, Kootney, Canadian Glacier & Revelstoke National Parks. There is so much beautiful scenery up in this area.
It's about 2,500 miles one way just going the quickest way to Banff from the SF area. Don't plan to many things going up to Canada and see what I mean about the area. You can always sight see on the way back to SF if you find you have some time.

In addition to places already mentioned though inland about 2+ hours. Mt. St. Helens, and the Columbia River Gorge.
On the coast the aquarium in Newport Oregon is very nice and fun - 1/2 day there.
There are lots of lighthouses along the Oregon coast some you can go in other just view but most are free to see and worth a stop - some have beautiful views of the cliffs and water.
Redwoods in Northern California - not sure how far from the coast.
Also not along the coast is Crater Lake.
Sorry not more helpful of coastal stuff - much of it is pretty but doesn't necessarily have lots to do.
