The old classic - River Cafe. Incredible views of the city from across the river in Brooklyn. The food is very good - not the best in NYC - but to me romance is more about atmosphere and view.
Be sure to reserve a window table and reserve for when the sun is setting if that works for your time of year.
For two with moderate wine the prix fixe will be about $300.

I absolutely agree! We had a wonderful evening there for our anniversary. Go early and have a drink at the bar and when you make your reservation, don't hesitate to tell them it's a special occasion.
I've heard that it's a wonderful walk back to Manhattan over the Brooklyn Bridge. We didn't do it because it was too cold out, but next time for sure!

I think it depends on where you live, what your idea of romantic is (do you want to be totally immersed in each other or the view????) and what kind of food you want. The River Cafe is lovely but it's not the best food in NYC. It is the place with the combination of good food and great view. Asiate also has a good view (but not as awesome as River Cafe) and good Asian fusion food in the Mandarin Oriental Hotel. Daniel has great food. March is also great.
