Cosmetic surgery is much more an art than a science. There is no way I would risk anything like this except with an MD that you have specific individual recommendations for - and interview beforehand to see what they think you should have.
A friend of mine had a face lift from a no name MD in CT, rather than a highly recommended MD, and frankly looked worse afterward than she did before - even after the so-called 6 month "waiting period" for the work to settle. About 8 years later she went to a well-regarded surgeon for another lift and the work he did really improved her appearance - but of course it cost about twice as much.
I'm not suggesting that foreign MDs are not qualified, but that in a field like this talents vary significantly among doctors in every country.
This isn't like traveling abroad for major dental work - which is much more science and any fully qualified and experienced dentist should be able to do a good job - if you commit to spending enough time in their country.
