As strange as it may sound, our children really enjoyed their Vegas vacations and want to know when they can go back. Children would enjoy several of the free shows at the different hotels. The lions at MGM and the tigers at the Mirage are enjoyable. The Rainforest Cafe in the MGM often brings out exotic birds and do presentations for the people watching. Watching the fountains at the Bellagio and the volcano at the Mirage are fun for all ages. The Excalibur also has some kid-friendly attractions. Depending on where you are staying, the pool areas themselves are an attraction for kids. If you daughter can stay up late enough, an evening trip downtown to see the Freemont Experience is an option, though this may not be that interesting to a 4 year old. The lions and tigers are probably a better bet.

Excalibur has a jousting dinner show, similar to Medieval Times. This might be a bit scary for a 4-yr old. They also have an area with lots of carnival-type games that are pretty easy to win. She might enjoy the castle-like atmosphere.
I think the Mirage also has a dolphin exhibit. Mandalay Bay has a Shark reef encounter. The Flamingo has a wild bird exhibit with penguins and of course, Flamingos! The Forum Shops at Caesar's has the moving statues that she might enjoy.

Vegas is not and never was a kid friendly place, particularly on the Strip. See the description of some of the hotel shows if you doubt me. Vegas did try to market itself as a family-friendly destination in the mid 90's but I don't think seasoned Vegas visitors ever believed it and would be you could find other readers on this site who could tell you of their "family" experiences on the Strip. All of the attractions that are mentioned above would be delightful if they were all connected. To get to these you have to take your 4 yr. old through an adult amusement zone--casinos. Circus Circus is one old, tired looking excuse for a casino, hotel and amusement area for kids. I wouldn't gamble there let alone take my child there. The dinner at Excalibur falls into the same category IMHO.
If I had my child in Vegas, I'd leave town and go to the Grand Canyon north rim, Bryce, Zion or any of the other national parks east of Vegas. That's a long haul from Vegas and may be more difficult with a 4 yr. old. Of course in July, your best bet may be to stay by the pool, provided you can tolerate the mid-summer heat!
There's also a nice state park outside of Vegas, but the name escapes me at the moment---Red Rock????
Bottom line--- try to enjoy more of nature and less of the Strip.

lvk had some good ideas. There's a dolphin exhibit and zoo called the Secret Garden at the Mirage. It's pretty cool and there's usually some interaction with the dolphins. The zoo is small, but they have some really unique cats and other animals. It's definitely worth the money and a nice way to spend some time.
The Shark Exhibit at Mandalay Bay is also wonderful. It would take about an hour to tour, but you could definitely spend more time in it if you wanted. They also have a hands on tank where children (or adults!) can touch sting rays, crabs, etc. It's really neat and everyone who works there is so knowledgable. The jellyfish tank is breathtaking.
Cathy is also right- MGM is another good place. We took our 3 year old nephew there and he loved it. We ate at the rainforest cafe and went to see the free lion exhibit. He talked about it for days!
I don't know if you are planning on not going to Circus Circus, but the Adventuredome would be a great place for your daughter as well. They have many rides for smaller kids and depending on how big she is, you could spend a few hours there. You don't even really need to go through the hotel part- I believe they have an entrance near the Adventuredome on the back. Hope this helps!

Just remember it will be hot!!! When we took our kids, it was almost too hot for the pool during the day, and then they close the pools at night so guests will head back to the casinos. If you want to do the pool, go as soon as it opens. Flamingo has some penquins in their pool comples that your daughter might enjoy.

Vegas has a great kid's museum, though kids would probably have more fun there if they went with a companion.

Also, the Flamingo Pool area has miniature penguins and lots of fish, 4 and 5 year olds seem to really enjoy a walk around this pool area.
