OK, that's a bit far out...most hotels won't even take a reservation this early, they simply don't know if a big conference, or some other demand will cause the rates to go up.
Having said that, you could look at www.vegas.com for about the same time THIS year, (9/25 - 28)and get an IDEA of what the rates might be....to tell you the truth, it's even a little too early to get the best deal for THIS year. But at least that site will give you an idea of Hotels and such. (For example, this year, you could get the Startosphere for $49.95, Imperial Palace for $68, Tropicana $104, Riviera $71, Sahara $45.....etc)
Being a Tuesday - Friday in September, you should be able to find deals in your budget....breakfast may not be included, but sometimes the hotel deals will include buffet coupons (if there is one) or casinos (like Harrahs) will offer you 2 for 1 Buffet coupons if you sign up for their Frequent Player club....it's free, and you don't have to be a "frequent" player.

Stay at the Gold Coast, it's closer to center strip than some of the north and south strip hotels

The Holiday Inn Express LAS VEGAS - SOUTH meets all your requirements. Not on the strip, but a very close drive, and with all the driving you're doing, more convenient freeway access than staying on the strip. Includes breakfast and has a nice small pool and is close to the airport.
