Another good way to view bears is to rent a cabin up at Tahoe Pines at Lake Tahoe, and the night before the morning of trash pick-up, stay up and watch. The bears, though usually in singles, often enough appear with baby bear in tow. It's pretty cool. And the best time is in late summer or fall.
Another good place for bear viewing is Yosemite National Park. The campsite lockers there have heavy link chains on them to keep the bears out, but that doesn't deter them. Frequently, you can see them up close.
But Alaska works, too.

I just did the bear viewing out of Homer on 6/4. We flew out of the lke by the spit and it took about 1 hour to get to our location. Very fortuante that we located a dead baby whale on the beach surrounded by bears(big brown bears)got as close as 20yds with some and it was a great picture day. No boats to view.
