I've been running in the park for many many years and never had a problem during the daylight hours. If you stay in an area where there are alot of people, you'll be safe. Lots of people usually run the resevoir or the lower loop. You can try find a group run at the NYRRC. Here's a map:

I was there on a Sunday and there were a lot of people running in the park. I would feel perfectly safe running there during the daylight hours, just as long as I saw quite a few others around.
I did notice that the park became more populated the later in the day that it got, so personally I would go anytime between 9 a.m. and 6 p.m. But, that's just my opinion.
Enjoy it.

Do believe the facts: Central Park is super safe. I jog alone in the park all the time, and sometimes in the early evening after sundown. I always feel 100% safe. Lots of people around and a high police presence. I read in the Times that the Central Park police response time averages under 2 minutes! Enjoy the Park!!
