The garment district is crowded and busy on weekdays from early morning to late afternoon. Many of the places to eat cater to the workers and close at the end of the workday. You'll see lots of racks of clothes being wheeled in the street from building to truck, etc. It's fairly quiet in the evening although you'll be in the vicintiy of Macy's, Madison Square Garden, Empire State Building and some fast food restaurant chains.

Tonya, if you have an itinerary that will keep you going from morning until night then I think your hotel choice will be okay. I forgot to mention that you are also staying in an area known as Little Korea, which has several little shops and many Korean restaurants. The street can seem a little drab, but again, if it's just a place to sleep and shower, it will be fine. There's a store in the area named Jack's where everything on the 1st floor is 99 cents. All kinds of stuff you didn't know you needed or wanted until you step foot in there.

While there might not be much to do in the immediate blocks around the garment district, it is a short walk to the Times Sqare/Theater district, the Flatiron district, and Chelsea; and very centrally located to transportation (Penn Station, subways, busses). I don't know much about the hotel, but if it's a good deal, why not?

I stay at the Wolcott all the time. I have a small store and go to the trade shows at Javits. They have a free shuttle from Penn Station. Subways are close and rooms are clean and they have a free continental breakfast. Ask for a room with a view of Empire State Bldg.
