If you hope to get there via public transportation, the most direct route is not so direct.
AirTrain from JFK to Jamaica Station
LIRR from Jamaica Station to New York Penn Station
NJ Transit from New York Penn Station to Newark Penn Station
Walk 8 minutes from Newark Penn Station to NJPAC (or take Newark Light Rail)
Trip takes about 1 hour 30 minutes if connections are good.

Renting a car might be a better idea, actually, and possibly not more expensive, but there is just no really good way to do this. Flying into Newark would be a lot simpler, although you're still better off with a car (and I never advise renting a car, and almost never advise driving in New York).

The route is definitely not any better in a car! Options are either the (horrendous at any hour) Belt Parkway to Verrazzanno Bridge ($8 toll) thru Staten Island to NJ. Or Van Wyck to Grand Central, thru Queens *and Manhattan* to NJ. Yuck yuck and more yuck any way you cut it!
