Philip Johnson is "the man" in Houston, in my opinion. Several of his best works are here, including the Republic Bank (now Bank of America) and Pennzoil Place in downtown. Also, the academic mall and Chapel St. Basil of University of St. Thomas. Not to mention Transco (now Williams) Tower in the Galleria area.
