Fishing the lagoon didn't look like very much fun nor challenging. Here is some info I found via Alaska's Fish and Game's website. Scroll down for information specific to the lagoon. You will note that snagging is not allowed in the lagoon.

Once you are in Alaska, you will find lots of information in the newspaper. There are a lot of eager fishermen in Alaska! We visited in 2004 during your time frame and were handed a free salmon by a net fisherman on a beach near Kenai. He said his wife told him not to bring home so much fish that year. She put a 150 lb limit on him! Hope you have a great trip!

I doubt (and hope) what that no one is going to the Homer Spit thinking it is a classic AK fishing experience -- and thinking that snagging is a great way to fish.
The Homer Spit fishery is an artificial ``terminal'' fishery, meaning the fish get there and have no place to go.
Dfrostnh isn't quite correct. Snagging is usually allowed at some point of the season, but there is no set start date because it is determined by the number of fish there and the time of the season. It likely won't be allowed during the OP's trip. It's an entertaining place to watch the mixing of often-fumbling tourists and heavy-duty AK meat fishermen. There are so many nicer places to fish.

I'd suggest a charter for halibut out of Homer or Seward and perhaps a combo halibut/king trip out of Deep Creek.
If charters don't work for yaba, he can catch dolly varden off the beach in homer with light spinning gear.
Many people will cringe when I say this, but the Russian River sockeye fishery can be fun -- if you hike away from the confluence and up the stream away from the crowds. It was always best to enter through the campground. Don't let the combat fishing along the Kenai scare you off. Plus, it's a nice hike up the Russian. If you go very early in the day, you can get away from the crowds.
Also, lower on the Kenai, there are some great shore fishing spots for reds, although many traditional areas are closed this summer.

If you can't get out of Homer, I think fishing in the hole is a blast. It's combat, but that is a lot of fun if youv'e never done that before. Of course, the best is fishing on the Russian, but maybe you can do a charter? I personally like Silver Fox Charters. We go every year for halibut and Kings. Check the newspaper when you get here to see what is recommended.
