There is actually very good parking available at the World Trade Center which is just a half block up the street on Figueroa (see the first entry in this link):

I usually try to park either on the street (free overnight, then the meters have to be fed!) or, failing to find a spot, I park overnight at the World Trade Center. Seem to remember that the charge there was about $10 for overnight parking.
About a year ago we paid $30 for valet parking at the Westin.
It's a very nice hotel and considering the Priceline price, that $30 parking isn't bad.

I want to hear what happens with the bike. I am a big proponent of not asking for permission for things: just do it and don't look as if you're looking for permission, either, be authoritative, and otherwise polite and considerate, of course.
But definitely make them have to go to the trouble of stopping you, which is much harder for them than saying no in the first place.

BTW, I just want to comment on the PARKING FEE for 3.5* in DT LA.
According to BFT, the three reported 3.5* hotels in DT LA are:
Millennium Biltmore
Marriott Downtown
Sheraton Downtonw
I just stayed at Biltmore this past weekend, and they charge $40/n for parking. Marriott and Sheraton charge about $30/night.
So, I don't know if your attempt to bid for a 3.5* instead of a 4* was worth the trouble. Even if you did get a 3.5*, and you got the Millennium Biltmore, you'd still be paying $40/night.
