How were you planning on getting from Folsom to Mono Lake, and how much time are you budgeting for this road trip? Since Tioga and Sonora passes will both be closed you would need to go over hwy 50 to Carson City and down 395. That will be a long drive.

We go to Mammoth from near Folsom every summer. Mono Lake is about 35 minutes or so north of Mammoth. We like to overnight in Tahoe because it's beautiful but not necessary. There are some interesting places to stop along the way especially if you fish. You can always picnic along the Walker river that runs along 395.
Lake Topaz is half in and half out of Nevada much like Tahoe but not as pretty. Small towns like Walker & Coleville have those walkup eateries right along 395.

Actually - plan on driving farther than Tahoe - go on to Carson City and pick up 395 there. If there is a spring storm you often can't get over the summit from Lake Tahoe heading south or over Kingsbury grade - but hwy 50 from Tahoe to Carson City is almost always open.
