Provincetown, Mass at the tip of Cape Cod. Cars here are shunned and everyone walks along Commercial Streeet to shops, restaurants, bars and accommodations.

The backside of buildings on the bayside of Commercial street all have views of beach & Provincetown Harbor, very relaxing!

Provincetown is a smaller version of Key West with much better seafood and real beaches.

Montreal.

Tangier Island, or Smith Island (in the Chesapeake, off Crisfeld MD or Reedville VA) I don't think you could get to the mainland departure points without a rental car, however.

Philadelphia is a great city to be in without a car. They have an excellent public transportation system of subways, buses, trolleys, and trains.
