Well alright then - I received a reply from Fun & Sun. It turns out they only changed their policy to take a parent rider when there is room on the boat. In other words, FainaAgain was correct that selling a seat on the boat is the same whether you parasail or not. They look to fill each boat with 6 paying parasailers. She said all boats had gone out without room for parasailers yesterday, and that is normal.
The reply stated that, "many children go out every day without parents on board," and that it is unusual to have room on the boat for riders. She did not consider our situation a "terrible predicament."
It is evident that the time to have taken a stance would have been at the dock - and as emd pointed out, I did allow them to go...
I never would have considered any of this before we got there; however, I don't expect anyone in my family will parasail again anyway!

I'm sorry you are dissapointed but this is how the business works. In Florida you generally have only 5 months a year to make enough money to carry the business through the winter months when you make little or NO money at all. I don't work for this company but I can't imagine them not telling you that it works like standby at the airlines. If there is room on the boat then you will be allowed to go as an observer but if they book paying parasailing customers you will be bumped. The boats only hold so many passangers and because they are regulated by the Coast Guard this company seemed to be following the regulations. (Good for them to be safe and not worry about offending) I know it doesn't seem fair that one parent couldn't go but it would have been unfair to the two parents that made a reservation before you did and were promised seats. Life isn't always fair but lets just be very happy that the kids had a wonderful time and everyone is safe!
