The locations are excellent. I live downtown and stayed at the Delaware Towers about 7 years ago so I couldn't tell you what it's like now.
Back then, the rooms were well-appointed, clean and modern. You are within walking distance to Michigan Ave., boutiques, restaurants and in a great Gold Coast neighborhood.

Rates are for late August. Good location for both of these. What's the catch?

I don't think there's any catch. There are so many new hotels in Chicago and competition is stiff. The new Hotel Sofitel, Peninsula, Le Meridien and others are taking over the market and other older hotels have been remodeled to compete. You are probably finding great rates because there's a glut in the hotel market.
The location is awesome and I know that many business travelers use the Elms and Delaware and keep on coming back.
The hotels are small and they don't have the typical hotel lobby and foot traffic that others do.
