We had a question about this museum about a month ago, and nobody had even heard of it. So naturally, the very next week I was in DC and saw an ad for it on top of a taxi. The impression I got from he web site is that it's narrow and sensational, and frankly there are so many other wonderful places in DC, I wouldn't spend the time or money on it.

I've gone to the museum; it's the same company, I believe, as the highly regarded Spy Museum, and they are very close to each other. I liked it.
It is, of course, more expensive than most attactions in DC (since most are free). I think maybe $15 or so? Maybe $20?
I would think that the Spy/C&P museums would be better than the Ducks tour for teenagers. Much better. (Though I can only compare to the Philly Ducks tour, which involved getting free neon quackers with which we were to squack). You know, the kind of thing that would make teenagers die from embarrassment.

Yesterday's Washington Post had an article (geared toward kids) about the Crime and Punishment Museum. Perhaps this will help you decide if it's something your kids would like.
