Covid-19 travel
Hello,
i have a trio coming the 28th, destination morocco from usa, but i have a layover in paris, before i reache Morocco, my question is, is my flight will still go even with the newest quarantine in europe? Thank you.

You left out some info that may be relevant (ie, your citizenship and home residence), but the newest quarantine is related to the UK so I don't understand why you have questions about that.
However, when you say "layover", what do you mean? If you mean just a couple hours in transit through CDG, yes, you should be allowed but you are not allowed to leave the international area AND your baggage must be checked through to final destination. If you mean you plan to leave the airport, no, you aren't allowed to do that. You never were, at least for a long time now.
Ideally you should just ask your airline these questions, they ought to know.

Iam american, "american passport" planing on going to morocco,
by a layover i meant 3 hours in CDG, then my next flight will be heading straight to morocco. My flight is in the 28th of this months, just have concerns because last March ifaced the same issues, my flight was cancelled.

Welcome to Fodors. Your question is not really about the US but about transiting in France and for travel to Morocco. The rules change daily so there is no way today to know if you'll be able to transit next week. Only your airline(s) will know if the flight will be cancelled.
The best source for covid travel requirements is this site https://www.iatatravelcentre.com/world.php. It is the site almost airlines access to determine if one can travel/ board a plane.
Have you arranged for your your covid test within 72 hours of your arrival?
edit: Having a Monday departure/Tuesday arrival REALLY complicates getting a covid test and the results within the mandatory 72 hour window prior to arrival. So even if the flights both go, you may not be allowed to board in the US.

my trip is leaving on a Sunday and going to be there in morocco Monday, i have already arranged for my covid test the following Wednesday, so i don't see any issue with that! My question is, should I have the test in any pharmacy or in the airport?

Are you sure the 'following Wed' will work?? I was pretty sure the test must be taken and the results known within 72 hours before you arrive in country -- not afterwards. But double check on the site I linked or check the official Moroccan Govt. website to be sure.
It isn't just if the flights are operating -- either airline (in the States or at CDG may deny you boarding if there is a chance you might not be admitted to Morocco.

Just by chance I just saw a thread on FlyerTalk asking about travel to Morocco and they posted a slight difference to my understanding. "IATA website says visa-exempt tourists can enter Morocco if they have a covid test result from within 72 hours of departure". I thought it was within 72 hours of arrival but it may be departure instead. But in any case . . . it means 72 hours before your trip - not after your arrival.

Huh?? Pretty darn sure you need the covid test before your trip, not 2-3 days after your arrival.

Only test requirement is before arrival. There is no quarantine nor post-arrival tests like in some countries/states.
