Since you're going to be there during prime whale watching, I would look at the Maui Kai condos. The property is literally on the water. Each room has an ocean front view and its in your price range.

In Kihei, also a nice moderately priced property is the Sugar Beach Resort, right on the water.
North of Lahina we've stayed at the Mahana recently and it was nice, also the Aston Kaanapauli shores and Aston Kanapauli Villas are all nice though that the Villas be careful that they place you near the water. Some of what they call Ocean View rooms are a real stretch to see the water. Not so with the Mahana.

Two places you may want to check out -Next month we are staying at Pali Ke Kua( North Shore Kauai) in a privately owned condo through Remax for well under $200 a night. It sounds lovely. In Maui we are staying at the Wailea Ekahi ( privately owned condo ) also under $200 per night. Privately owned condos often include beach chairs, beach towels, boogie boards, etc. that come in really handy.

On Kauai last month we stayed at Pali Ke Kua through Kauai Vacation Rentals (www.kauaivacationrentals.com). It's on a bluff above Hideaways Beach and has a drop dead gorgeous view. It was $1100 for eight nights. My trip report has too many details here: http://www.fodors.com/forums/threads...1&tid=34508517
On Maui last July we stayed at the Kihei Surfside. Admittedly, it's not "sand front", but it is ocean front--that is, it fronts the ocean on a lava rock shore. But you just have to walk less than a minute through the shared parking lot to the condo next door and you're at Keawakapu Beach, which is a great long, wide beach. The place definitely has wonderful ocean views from each unit. We payed $125/nt with AAA discount last summer through CRH Maui rentals. My equally detailed trip report is here: http://www.fodors.com/forums/threads...1&tid=34436140
Let me know if you have any questions.
