You might have problems getting to Chaco Canyon if it has been raining or snowing. I was there a few years ago, and the only access was via dirt roads that turned muddy during summer thunderstorms. Without a 4-wheel drive you might not want to take the chance.

Probably Farmington if you are headed north after your Chaco visit or Grants if you are headed back to ABQ. We camped at Chaco when we were there in Sept. but it will be too cold for that at the end of Dec. unless you're in an RV.
I can't suggest a specific place in Farmington of Grants. We stayed here:

after we left Chaco but that might be too far after a long day at Chaco.
