One reason people don't rent in Manhattan is the cost. It usually costs at least $90 a night to rent a car in the city. Both Hertz and Avis have offices on East 90th Street between York and 1st Avenue. It's easy to get onto the FDR from 90th Street and zip up to Westchester.
