Your best bet is to bid 4* on Priceline for either Dupont Circle or Downtown. If bidding in time, you should be able to get something for $100 or less.
There's a very nice Marriott DT which I got on PL a couple of times. It's sitting almost on top of a metro stop.
There are no good real Chinese restaurants in DC. Those in the DC Chinatown suck. The better ones are out in the 'burbs, for which you will likely need a car.
The best you can hope for is like a Panda Express type of food.
If you do find a good Chinese restaurant, please post it here.
Try some other ethnic food - DC has a lot of embassies and consulates, so there's a great variety of international foods available. I once went to an Ethiopian restaurant in DC and it was a great experience. There are, of course, some very expensive restaurants where the mighty and the powerful go to pow-wow and plot new ways to expend public funds.

I second what gardendiva said about planning. Decide which museums are most important to you, and start there. Look at their websites to see what time they open and close will help in your planning. The Smithsonian museums are free, so they're the perfect place to start! My favorite is the American History Museum~I could easily spend an entire day in there! The Natural History Museum, the National Portrait Gallery, and both Air and Space Museums (one is located on the Mall, the other near Dulles airport) are all worthwhile. Then you have Arlington National Cemetery, the White House visitor's center, and all of the monuments!! Happy planning........
