The Ritz-Carlton Laguna Niguel, assuming their renovations are complete, is a lovely resort on a gorgeous stretch of Dana Point coastline (it's not technically in Laguna Niguel at all). It's not on a golf course. The St. Regis, across PCH from the Ritz-Carlton, MAY be on a course; I don't golf and don't care to learn, so it's never a priority with me. In any case, the Ritz-Carlton can help set up quite swanky golf outings (as they have for clients of mine that have stayed there for our conferences).

Take em' Blues Fishing on the Chesapeake Bay and then sport for crabs and beers at Harrisons at Tilghman Island.

We used to choose based on golf courses, but with more women in my industry the decision is usually made based on the spa facility (and less on golf courses).

Having said that, the best award trip by far was to the Four Seasons Big Island. The spa was incredible and so many other options to choose from.
