The St. Paul hotel! Ask for a room on the top floor, they are larger. The staff is very accomodating.

This is really a no-brainer because there is ONLY one nice hotel in downtown St Paul.
In fact there are no real luxury hotels in downtown Minneapolis at all. Just business hotels like the Hilton, Radisson etc.
