I would suggest going to chowhound.com and do a search for each city.

Your question is asking about two different areas. California is not the SW. You might get more results if you asked separately about each area.

I am sure if you use the search function and type in Las Vegas Restaurants you will find many threads on the topic.

Same for the other areas too.

Louise's Pantry in Palm Desert is one of my fav's but I miss the old location in Palm Springs but just as good!
Las Vegas, Binion's Downtown for breakfast for the famous $4.99
Ham steak & eggs with hash brown and toast..the ham takes up most of the plate..

Also in downtown Las Vegas, I'm looking forward to going to the following:
Triple 7 Brew Pub (Main Street Station)
Pasta Pirate (the California)
Buffets at the Fremont and Main Street Station.

I believe that California is more often referred to as "West" or a western state. "Southwest" usually refers to NM AZ CO and UT.

Rachel Ray [don't know how you feel about her] just did a $40 a day in Vegas:

She went to Sam's Town Firelight Buffet for breakfast and it was $6 [think this is an old show from a couple of years back by copyright date]

She also had 3 am snack at:
late night snack at The Palms - Sunrise Cafe.

There are directions and info on the link.
